That is because it probably is.
I remember playing rugby on pitches where tons of sand were dumped on them to make them playable. Would still be finding sand in places where it shouldn't be for a while.

Reading the comments the Brazilians couldn't believe the ball was able to roll on that surface.

After years of practice the groundsmen got preparing a grassless pitch down to a fine art.
