Capitol Man - it's been like that for years and I agree that it's very unfair.
It's preferable for a club to finish third in its Champions League group than lose in the last 16. See Manchester United and Arsenal this season.

Not sure how I understand why the losers in the champions league get another crack in the UEFA or whatever the hell it's called now.
It's as though the gap in financial rewards for the top 4 isn't big enough already - even when they lose they get another crack at half-a-dozen extra games.
It's not as though we get to slot into the League Cup after we crash out the FA is it.
