What I thought about this was. Does this set a president?
Just because he's the Mayor I don't think he has any more legal rights than any other citizen. If so can any member of the public refer a private company for an investigation into possible criminal dealings?

If so Sullivan must be worried certainly I bet there is one or two of us on here that would claim that some of our transfers have been criminal :)

Yes, it does. The argument would be (as with Newham- West Ham) that any offer which aids a private organisation should go to tender first to establish best value for the public.

If a player is under contract he is entitled to refuse a transfer to another club.
When Chelsea come back and offer £15m Everton are entitled to turn it down.

I'm surprised he went in January rather than go on a free in the summer.

Can only assume he's concerned about getting his place back for the World Cup so moved now. Not that he will sitting on Chelsea's bench between now and May.
