I might add that I have been stopped once by Mpls OB but no neck restraint in my case, although he did have his hand close to his gun

I've read that some police departments have banned that particular neck restraint while others allow it, whether Mpls OB allow it is up for question?

You're right re it being part of police training though it's training for people who are resisting. As he clearly wasn't resisting whilst being filmed I don't think that will help him.
The 2nd degree murder thing though is nonsense. He was clearly an arrogant violent prick (the cop) but he was not trying to murder him. I presume he'll end up getting done for third degree murder

In England we have something called the eggshell skull rule which means that even if a person dies because they are weakened in some way, the person who was responsible for the act is still criminally liable if their actions directly led to them dying. ( or along those lines) Not sure if the yanks have a similar rule but I’d imagine it’s likely.
