The question about whether he is breaking the terms of his contract, I would think, depends on how you define the meaning of the word ""impartiality"" and whether you think the issue at stake is a party political one. In my opinion it's insane to say that any kind of criticism of the government is politically partial, especially in a case like this where it could easily be argued that this is a moral issue as well as a political one.
